Jesse James Palmer is a son of Bill, a former Ottawa Rough Riders player, and Susan, fashion and print model. Although he was born in Toronto, Palmer grew up in the Ottawa suburbs. He went to St. Pius X High School, where he played football in the Ontario Amateur Football Association with The Myers Riders Football Club.
After matriculating from the high school, Jesse Palmer accepted an athletic scholarship and went to Gainesville, Florida to attend the University of Florida and play football for the Florida Gators, as a quarterback under head coach Steve Spurrier from 1997 to 2000. During college years, Palmer shared time as a starter with Doug Johnson, and later Rex Grossman. He had the best season as a senior in 2000, when he made the longest pass for a touchdown in his career, connecting with wide receiver Bo Carroll for 75-yards.
